Class vs Individual Licenses
Class Licence
- Suitable for SMEs
- License service area limited to a district or a metropolitan municipality
- Application process takes +-30 days
- License valid for 10 years
Individual Licence
- National coverage
- Must be acquired via transfer or an invitation to apply (ITA)
- A 30% HDI is required from the Li
- A 30% HDI is required from the Licensee
- License valid for 20 years

An ECS/ECNS license exemption allows a business or organization to operate legally without holding a full ICASA license when the activity falls outside standard licensing requirements.
👉 This is not automatic. Each case must:
- Be assessed against ICASA regulations
- Be properly motivated and documented
- Align with recognized exemption categories
You May Qualify If:
- You resell ECS services
- You operate a private/internal network
- You run a community or non-profit network

What Are ICASA Compliance Submissions?
ICASA compliance submissions are mandatory regulatory filings required from ECS and ECNS licensees to demonstrate:
- Financial performance
- License fee obligations
- Regulatory compliance
- Service and operational activity
These submissions are governed by ICASA license conditions and regulations under the Electronic Communications Act.
Who Must Submit Compliance Reports?
All holders of:
- Class ECS licences
- Class ECNS licences
- Individual ECS licences
- Individual ECNS licences
👉 Even if no revenue was generated, certain submissions may still be required.
